II.WHY IT MATTERS
A retrofit window sets inside the existing frame, usually with a flange that laps over the old frame on the stucco face. It avoids cutting stucco and costs less, but it trims a little glass area and depends on the old frame being sound and dry. Full-frame replacement strips the opening back to rough framing, which allows new flashing tied into the building paper and repair of anything rotted. Code separately requires tempered safety glass in hazardous locations, and bedroom windows must keep an emergency escape and rescue opening.
